[development] Move reset menu items to contrib?

I've dealt with the menu system a bit in the past couple days. I don't 
think I would ever want to use the reset menu items option on real site; 
it seems like more of a developer tool.

Does anyone have a reasonably common use for this page that I'm not 
seeing? I can move it over to the devel module if not.
