[development] ALL Contrib maintainers: UTF-8 update

D'oh!    I'd be smart to resolve my conflicts (form.inc) before posting to 
this group.

I still saw the "Illegal mix of collations" errors, when I first visited 
update.php, but the update ran and hopefully solved the problem.

So never mind.
