[development] Evil hack: admin/modules without memory restrictions

I'm not arguing for one approach or another, but do not let "difficulty" with 
CVS stop any such approach.  CVS may seem difficult for the n00b, but I've 
done lots of moves and restructurings of CVS repositories.  It's very possible 
if you know what you are doing.
