If there were hundreds of critical bugs, we'd have a problem.  For  
now, it is fairly easy to review 18 critical bugs and to re- 
categorize those that have the wrong priority.  That said, writing  
down the definition of a critical bug is a good idea nonetheless.   
(Didn't we do that already?)
