[development] How to call a function when a certain permission is set?

Leo,
 The best way I know of for 4.6  would be creating a custom page, or
call back, or button on the settings form that does this kind of work
for you. Check out how Drupal makes sure the files and temp directories
exist in system.module:system_settings.
