[development] 4.6.6 tarball missing theme engines

The /themes/engines folder is there, so for most people it will  
replace their existing themes/engines folder ... except that there is  
nothing in the new folder except an empty phptemplate folder.

I posted this in the forums, but thought I'd mention it here,  
especially as xtemplate is one of the patched upgrades.
