[development] blocks by role in 4.7.0? RTBC?

As far as I know, this patch was one that was 'approved' for 4.7 some
time back (DrupalCon Feb 7-9 at least), and identified as one of the
top requests from surveys.

So, this is not a feature that has snuck in against the feature freeze per se.

Now, if it causes instability, performance issues or other side
effects, then I  would be against it, but that is not the case so far.

So, let us try to get it in.
