[development] drupal.org downtime for new release system deployment

after nearly 3 weeks of beta deployment on scratch.drupal.org (http:// 
drupal.org/node/90436), getting  the green light from dries, and a  
huge push from webchick, myself and others to get the docs done (not  
quite done yet, but they'll be done in time), kjartan and i just  
worked out a time when we could both be awake to deploy the new  
release system on drupal.org:

2006-11-11 between 7:30am and 8:30am UTC

d.o will be in system maintenance mode for about 30 minutes during  
the conversion itself.
