RHEL4 and CentOS4 are PHP 4.3.9 and MySQL 4.1.20.

They will be supported with security updates until 2012.

RHEL5 will have PHP 5.1 but still MySQL 4.1. The upgrade
from RHEL4 to RHEL5 should be fairly painless for most
users.
