[development] Use of sites/default/files as the default files directory

Hi everyone,

I've been wondering for a while why we aren't putting 
sites/default/files as the default directory in the settings pages. It's 
basically the best place for it and it makes moving to a multisite setup 
much quicker and easier.

I'm going to roll up a patch. In the meantime, I ask that those in
