[development] RFC: letting modules phone home to check for new releases

The whole shared-hosting without shell access and restricted Apache server
access to files has been well-analyzed and a solution implemented by Allie
Micka of Pajunas Interactive -- and she's a great Drupal developer to boot.
So if you want to solve this problem of creating install tools that will
really work in a secure fashion on shared-hosting providers, it would be
really worth the trouble to get her involved in the conversation.  :-)
