[development] RFC: complications for new release system -- i need input

hi folks,

anyone who cares about the new release system, ease of use, behavior  
of the issue queues on d.o, etc, is encouraged to read this:

it's a summary/write-up about 3 of the tricky problems i've run into  
after recent changes and discussions.  i'm fishing for input on the  
problems i've laid out and the solutions i've proposed.  is this  
stuff going to work for you?  do you think it's going to be way too  
complicated?  is there a better way?  no sense having a thread on  
this list, just add comments to that node if you have anything to say  
(or, email me privately, if you wish).

please help...
