[development] Code freeze in preparation of Drupal 5.0.0

Hello world,

Drupal 5.0.0 has been frozen.  Read the full announcement at:

Developer highlight:

   "It is estimated that it will take at least two months before  
Drupal 5.0.0 can be released. During that period, one or more release  
candidates will be made available. Furthermore, a two month code  
freeze should give module maintainers plenty of time to upgrade their  
modules. People who maintain contributed modules or themes are  
advised to start updating them to be compatible with Drupal 5.0.0."

   (Read: there will be a guaranteed time period of 2 months to  
upgrade your modules, and possibly more.  Given that the development  
period only took 3 months, this seemed like a fair time period for  
*cough* responsible *cough* module maintainers.)
