I just wonder if this is appropriate, considering we're moving  
towards /less/ hard-coded formatting and /more/ control of display in  
themes. Already in theming we have to wrestle much hard-coded  
presentation. Does a *stylistic* change in core that doesn't increase  
the power of theming achieve much of anything?

As to the style, I prefer all lower, titles capitalization or all upper.

content types (+1 consistency)
Content Types (+1 for Titles of Things)
CONTENT TYPES (+1 for consistency, -1 for shouting)

and not Content types (-1 for ungrammatical application of  
capitalization since it's not a sentence).

See, more difference of opinion.

And this should be hard-coded into core?
