Have you alredy contacted the maintainer of community_tags and had a look at 
the drupal 5 patches available?

As for unifying, I'm in if the plan for the module includes my needs, 
basically what you see on my test page. As an addition I would like to be 
able to tag nodes with other nodes. Thus using the titles like a vocabulary 
(without adding them to a real vocabulary). I haven't implemented this myself 
yet, but just to let you know what I plan.

How did you think to start the collaboration? Where do we lay out the plan for 
the module? I have a (drupal-)wiki ready for this if needed:
