The answer is yes.  If you and others had a question on this, then we might
as well get documented suggestions in place to help people.  Just mention
that this is a suggested work flow to help people maintain their modules in
a consistent and predictable manner

Should we add this to module development / cvs best practices in the
handbook?  

I'll write it if the answer is yes.

P.S. -- New release is the answer, since I have a MySQL error confusing
people, despite the patch.
