In the http://drupal.org/node/34755 menu issue the documentation http://drupal.org/node/102338 is linked. Both the roadmap and the documentation predates the first patch. I have not jumped into this transition lightly.

Locked down? MENU_DYNAMIC_ITEM? We have nothing like that. We do not even have a menu cache.
