Yes, the agreement is that new feature releases post that date will assume 
5.2.  Projects are free to maintain support for older releases however they 
like for as long as they like.  Just like Drupal 5 is/will be maintained as 
MySQL 3 compatible for as long as Drupal 5 is maintained even though Drupal 6 
will require MySQL 4.1.
