[development] Requiring node revisions

Maybe we can have a Global setting
Revisions :
   Always Enabled 
   Always Disabled 
   Let the user decide ( this is how the current
behaiour is )

The saving of node depends on this behavior including
the form.

While reading nodes there is no difference either way
because node will always have at least one revision.

The tab to manage revisions is not displayed if the
option "Always Disabled" is in effect.
