[development] Manual import of .po files for contributed modules needed?

Sorry for bugging you. This is a cross post from http://drupal.org/ 
node/130702 where I haven't got a satisfying  answer yet.

My question: Is there an automatism already implemented or in the  
works that imports .po files of contributed modules (those in the po/  
subdirectory) when I activate that contributed module via the admin  
web interface?

Wouldn't this be a good idea?

Or, am I supposed to download these files manually from my server- 
side installation and feed them to localize.
