Doug Green asks an interesting question.  I look forward to seeing the
answer/response.

Suggestion:  Since the module author will know best which functions
are least called, make this super easy to do and then depend on module
authors to optimize their own modules.

+1 for most any effort to improve Drupal's non-opcode, non-cached
performance.  :-)
