[development] Please do not use postponed (now) for core

Hi,

We have 7.x to mark issues belonging there -- most issues marked as
postponed are really 7.x, CNW. I can imagine postponed meaning "let's
wait for patch Y" but these are rare/nonexistent during the freeze.
