[development] XHTML Validation

I think I'm missing something here.  Because of an issue posted against one
of my modules, I was doing XHTML validation and kept getting some errors.
The part that had trouble was basically a taxonomy/term output.  So I then
had it validate a plain taxonomy/term page and it failed.  "<ul class="links
inline">" is not valid where it occurs.

Surely this is not real - it has to be something I'm doing wrong.  What
might it be?
