[development] Choosing the N number for .install's hook_update_N

Comically, using PHP as an example leads down a fun rabbit hole.

To whit:

  * Modules require Drupal.
  * Drupal require PHP.
  * Modules have their Drupal version in the version string.
  * Drupal should have its PHP version in the version string.

Thus, there will be no Drupal 7. Instead, the previously hoped for 
drupal-7.0.tar.gz will be named drupal-5.2-1.0.tar.gz, to indicate that 
it's the first version that requires PHP 5.2. We'll leave it up to 
webchick and the docs team to explain to people that drupal-5.2.0.tar.gz 
and drupal-5.2-1.0.tar.gz are miles apart in time and feature-set.
