[development] postgresql quickstart

And if anyone knows how to use pgSQL with PHP on Leopard without recompiling
PHP from source, please point me to the instructions.

Since I upgraded, it's been MySQL only, since 10.5.1 ships with PHP's pgSQL
driver not compiled.
