[development] Module developers, please do *proper* releases !

should be displayed as the ``header'' of each project page?  The last 
sentence is what needs to be displayed to every user about all the 
module releases, not just -dev.  And has been stated a means to review, 
such as adding comments on the project page, the module would be 
beneficial to trustworthiness.
