[development] Request for comments: Remove comment history fromissue emails

I would prefer the comment history in reverse order for the sake of useful mobile reading.

I personally use the comment history a LOT in email because 1) I can't
necessarily remember and 2) if it's there in my email I don' thave to
click open a web page.
