I agree to such a list, however, I'd like to make addition of new users
easy for the cvs account approvers. Can somebody patch drupalorg.module
to add a submit action to the form that will subscribe the new cvs
holder to that ML?

I believe we should make this a moderated list, ie each message needs to
be approved before sent. Basically, only announcements, no discussion.
