[development] Locking menu items?

Hello,

I am developing a drop-down menu system for a site using Drupal and jQuery.
There are several "top level" links in the Drupal menu that I am using that
I want to "lock" so that users that edit the menu can not delete, disable,
or edit them, but can still add child links to them. Is there a way to do
this?
