That's an easy fix.  Any time an issue is marked closed by cron, clear all 
votes on that issue.  Then you get them back to reallocate elsewhere.
It is probably possible (although probably annoying to do in project* D5) to 
also provide a page where you can see all of the votes you've cast on what 
issues and provide an easy way for you to modify them.
