Maybe a different twist to contrib but rather these optional core  
provided modules residing in CVS as drupal/modules they reside in CVS  
as drupal-optional/modules?  The drupal-optional modules would take on  
the same level of core review but cvs commit could be handled slightly  
different.  Then the discussion is what contrib module becomes a  
drupal-optional module or what drupal-optional module do we want to  
drop support for and move to contrib.
