[development] Request to review Guidelines for writing MySQL and PostgreSQL compliant SQL

MS SQL? Ugh, maybe we should just tear out the DB abstraction layer and use
Excel spreadsheets instead.

/me would rather do that than try to use MS SQL for -anything-
