[development] modify the "add comment" in links

yes, i just want to change the links at the bottom of the nodes, but only for 
forum and blog content type, and i think the hook_link_alter it's the better 
option... i'm studing the hook for later apply

but, i have a question, can't i change the title value from custom forum 
template ?? i mean, from tpl.php file, i can't do that?
