[development] Duplicated modules

Personally, I think duplication in modules is fine.  The modules that
are useful will get used, the modules that aren't useful will
eventually fall off.  Sure, time and effort is being duplicated but -
this is the developer's choice to duplicate the effort.  And sometimes
new ideas or methods of doing things can arise from duplications that
can be incorporated into other modules or places.
