[development] Loading configuration using 'SERVER_NAME' as opposed to 'HTTP_HOST'

This had been my first thought and will probably end up being my  
solution (though as you said it is not as clean as I had hoped).

I had posted this question in order to gauge why things are done the  
way they are and if there was any scope for change.
