[development] Actions for comments

[FGM]

Workflow can be extended to support comments. We did just that on the latest 
site we set up.

Hmm, but I don't think Workflow will work for comments along with rules ?

In Rules, 'Change workflow state of content' exists but isn't that
applicable to the node and not the comment ?
