[development] How is it that new Drupal user is given CVS access to ban countries

Sometimes restricting access based on a user's country is the law.   
For example: http://sourceforge.net/blog/clarifying-sourceforgenets-denial-of-site-access-for-certain-persons-in-accordance-with-us-law/
