[development] IRC: Druplicon now supports RSS announcements

IRC bot Druplicon now supports integration with aggregator.module, based 
on original code by snufkin and cwgordon7.

If you'd like your IRC channel to receive updates from an RSS/Atom feed, 
don't hesitate to let me know the feed URL and the channel. I'll be 
curious to see how well it scales (Druplicon is currently in 50+ IRC 
channels), as well as hammering out any remaining bugs.
