[development] IS IT POSSIBLE FOR CREATING WEB APPLICATIONS IN DRUPAL

Hai.,

     I'm new for drupal web applications. and i'm using drupal 6 version.
Anyone could tell me the answer below of privileges., and how .? The
Details  are given below.,

   1. Super admin can own the site and divided into two roles like own
clients and prospective clients. when the own client or prospective client
enterned into the site. They can allow for sending & receiving their mails
in drupal.

   2. And also super  admin can create the account for their employees and
and like supervisors, Engineers etc., they had also same privillages.


PLs Any one could know the answer for how to rectify that issue soon.
