The Field / form API is not primarily designed for this use case. 
However, you can have it work with some manual fiddling. See how Field 
UI does it for the 'default value' widget displayed on the 'edit field 
settings' form :
field_ui_field_edit_form()
field_ui_default_value_widget()
field_ui_field_edit_form_validate()
field_ui_field_edit_form_submit()
