Nitesh,

If I understand you correctly, you want to hide the menu settings in the
image. If so, You can try this by Custom TPL, and hide this form item. This
is how we do it in D6, for D7 i think it should work out.

For user specific settings, just get the user UID or any other parameter to
check on and changing the CSS style on this particular menu item.
