[development] Stalled in Reviewed and Tested by the Community

We have 1.25 people promoted to have privileges to help with the queue. Yay!

http://drupal.org/node/1110918 gave permissions that are needed to two more
people, so I think we can expect progress in coming days with final approval
on the RTBC-level applications.

Please note: We still need lots of help reviewing applications that haven't
gotten to RTBC. Would *you* be willing to take on one or two of these? If
so, read http://drupal.org/node/636570 and get started. THANKS for your
help.
