You need to change submit type from "button" to "submit". For some reason
it's not getting triggered.

The working one for you should be like
$form['actions']['submit'] = array(
    '#type' => 'submit',
    '#value' => t('Submit'),
    '#submit' => array('night_pharmacy_form_submit'),
  );
