[drupal-docs] problems editing handbook for drupal.org authenticated users

Heather notes that she cannot edit the Drupal handbook:

Actually, she can edit the handbook, but the link isn't appearing. If 
she hacked the url, it would work. I just tested it with a regular 
authenticated user account. This seems to be the bug I posted here:
