[drupal-docs] Drupal Documentation Style Guide

I've set up a wiki page that anybody can edit to discuss a minimal
Drupal documentation style guide.  Right now it just concerns marking
up the various concepts in Drupal, like making permission names,
administrator and user navigation, and other elements of the interface
stand out a little bit in the documentation.
