[drupal-docs] Doc forum, "best practices", etc.

Hm.  I did read the wikipedia article.  I suppose my objection to using 
it is that, by it being lingo specific to people in those fields, you 
make the target user a user in those fields as well, and I don't think 
that is the intent at all. 

I just think the title should reflect the content in a more accessible 
way, which is splitting hairs, I guess.  :) 

Can't wait for the new handbook so all these problems can just be fixed 
already!  ^.^
