If it is just help text then I suppose a link to an online replacement 
is alright.  I personally have been stuck many times, because I am on 
the caltrain or off-line showing friends Drupal and can't remember how 
to change stuff.

I remember when windows 95 came out and I thought the context sensitive 
help that allowed you to click a link and open some part of the control 
panel was the greatest invention.  I felt like with that kind of help I 
could be infinitely more powerful on the windows platform.

So, yes there are advantages to having brief help text that focuses on 
a goal, supplemented with online help.  But let's not abandon context 
sensitive help just yet.   A simple <a 
href="/admin/settings/modulename" title="Click here to change how this 
module works"> can mean all the world to a casual user who finds 
navigating through Drupal very challenging.

+1 for reducing just text.
-1 if if means we can't add more context sensitive help in the future.
