With careful style guidelines and/or rigid filtering the current book module
can be made to generate docbook directly, similar to the printer 
friendly view. I don't know docbook well enough to be able to do that,
but if someone comes up with dupal book - docbook conversion guide, i.e.
how do you define a section, subsection, etc... I can help with that.

Taxonomy will come handy for cross-referncing topical pages from
different sections of the handbook and (possibly) drupal forums
