[drupal-docs] Improve helpsystem and helptexts

Dear documentation team,
i'm proud to announce a patch on drupal.org from my site which deleted
all the long helptexts and makes the help.module depracted (unused, and
available for removal). For any of you curious where to find it, here
it is: http://drupal.org/node/20760
While I asked you guys to help improve our current helptexts I think I
have to tell you why I did this and what my end goal will be.
The current long helptexts are mostly outdated, do not reflect the
meaning of pages, and are inconsistent.
Another reason is that - from a translators point of view - these
things are horrible to translate. They are _much_ too long..
Now, what the plan is...
What I would like todo is extend, improve and make the helptexts above
the pages more consistent.. We are on the right way in this thread:

it could even be better..
If the patch (http://drupal.org/node/20760) hits core and the
help.module will be deprecated, I would like to discuss with you guys
how to organize things and what would be the most easy way of
improving the helptexts..
