We need to define it then. My definition for admin:
* may or may not have installed Drupal (so no install instructions here)
* has #1 admin user privileges
* does setup/config through Drupal interface

For user:
* has an account on a Drupal site
* wants to know how to use features, create content

Agreed. Which means we need a flatter set of top-level pages.
